BIA MEETING, SEPTEMBER 18 2013
The Trustees of the Blackwell Industrial Authority met in regular session on September 18, 2013, at 8:00 a.m. in the Chamber Conference Room, 120 South Main, Blackwell, Oklahoma.
The meeting was called to order by Chairman Darrel Grossardt at 8:00 a.m.
Consideration, discussion and action taken on the Consent Agenda. Mike Jeffers made a motion to accept the Consent Agenda. Ross Cline seconded the motion. Motion carried. Voting for: Darrel Grossardt, Ross Cline, Mike Loftis, Mike Jeffers, Steve Marquardt. Voting against: None.
Chairman’s Report: Darrel Grossardt reported the crossing at Doolin and 4th Street has been repaired.
The crossing could have been repaired sooner but the contractor was late on getting it repaired.
Director’s Report: John Robertson reported the legal description for the trans load facility should be completed by the end of the week.
The Regional Chamber meeting will be October 2nd, at the museum.
The Pocket Park is finally seeing some progress being made. The concrete work is being taken care of by
T.J. Greenfield and should be ready for homecoming.
Plans for the call trip to Houston have been finalized. John will be flying out on the 5th, with site visits on the 6th and 7th and he will fly back on the 8th. The cost should be around $1500.00. John is still planning on visiting with HMT’s home office.
There has been no word from Mark Skiles as to who has been appointed to the TIF Board.
There is a prospect interested in the Cool Rush building. Waiting on Freeport to determine if the 5 acres west of Cool Rush will be available. If Freeport does lease the land to the BIA that lease cost will be rolled into the new lease along with the cost of gravel and fencing which so far has ran about $206,000.00. To ease the cost of the monthly lease it could be stretched out over a longer lease period.
There is a prospect inquiring about a 60 acre area for a chemical manufacturing facility. There is an area that looks very promising since it is located close to a natural gas facility. They would also need access to 2 million gallons of water a day. They may or may not need rail access.
John had a call from a gentleman that would like to rework an oil well located on section 20. The BIA owns 80% of the mineral rights. John will stay in contact with him and see what develops.
There has been no word from the Department of Transportation concerning the bridge rehab over I-35.
Discussion, consideration and possible action regarding written contract with John Robertson. With the audit coming up there needs to be a hard copy of the contract between the BIA and the Blackwell Chamber of Commerce on file. The contract on file will be updated to reflect the Chamber and BIA agreement.
Discussion, consideration and possible action regarding Huffmyer lease. No action taken.
No action taken with executive session.
There being no further business, Mike Jeffers made a motion to adjourn at 8:25 a.m. Mike Loftis seconded the motion. Motion carried. Voting for: Darrel Grossardt, Mike Loftis, Ross Cline, Mike Jeffers, Steve Marquardt. Voting against: None.
